Legislature overrode Governor Stitt's veto (Senate 34-10, House 68-19). Effective November 1, 2026. Felony offense with $500–$2,000 fines. Extends criminal liability to tech suppliers, payment processors, and geolocation providers.

Tennessee SB 2136: Sweepstakes Reclassified as Unfair Trade Practice

Enacted final day of 2026 session. Amends the Tennessee Consumer Protection Act to classify sweepstakes casino operations as unfair and deceptive. Immediate effect. Major platforms had already exited following AG cease-and-desists.

First federal appellate preemption ruling on prediction markets. 2-1 decision holds that the Commodity Exchange Act preempts state gambling laws for CFTC-registered DCM event contracts. Preliminary injunction affirmed.
